In the absence of clergy, let us bow our heads in a moment of silent reflection or prayer. Before the reading of the journal, since senator Generis would be the usual one to do this, I'm going to take a personal point of privilege. There was an announcement made today and we will have plenty of time to speak about the great career that senator Michael Generis has had and continues to have, but if we can continue to rise and give him a round of applause for the work that he has done in the New York State Senate. We will have plenty more time, but but senator Generis, I knew you would not do that for yourself as the floor leader. As the presiding officer, decided to take a moment of personal privilege, I do apologize for the lack of decorum, but I felt it was worthy. Reading of the journal.

[Senator Pamela Helming]: Thank you, mister president. We hear a lot of talk about affordability, including from our schools and taxpayers who are facing extreme cost increases. A lot of these cost increases are driven by state mandates, from skyrocketing utilities, health care and insurance costs, to the multi billion dollar all electric school bus mandate. Adding more mandates without providing dedicated state funding will only increase the burden on our schools and on our constituents tax bills. Under the current budget proposal, many districts are slated to receive just a 1% increase in foundation aid. At the same time, they're facing double digit cost increases outside of their control. We should be supporting increased school safety, and the mandates should come with dedicated resources. I support several bills that would make school safety and security improvements eligible for additional state funding streams because if we expect schools to make significant investments while maintaining critical programs, the state must be a partner in that effort. I encourage this body to take a look at our Republican Conference School Safety Plans and to bring these bills to the floor for a vote. Just this past Saturday, I participate participated in the Monroe County School Board Association legislative meeting. There, there were several students who spoke very powerfully about the impact of unfunded mandates. One young man summed it up perfectly. If the state is going to mandate it, the state should pay for it. Right now, schools and taxpayers need relief. We have better bills that achieve the intended goal of the bill before us that won't squeeze the taxpayers. For that reason, mister president, I vote no.
